The main problem lies in the wording of the Act.You have correctly pointed out the phrase 'Subject to the correctness.Problem is the Act has absolutely no mention of the process regarding the phrase.
As per my understanding the phrase was inserted to weed out non-serious and some clearly deranged applicants.There are many who applies to govt. just mess with the system.I have seen even police getting harassed by people calling them,registering frivolous complaints.The intention of the phrase was to weed out frivolous complaints.But now the phrase is being used as a mechanism to verify trans-ness which is against every international convention also against current message of the law.
Only interpretation of correctness is whether you correctly filled out the application form.Unless there is error apparent on the face of record - which is clear legal term,the DM should not be allowed to verify your transness.
Under the law reading with Supreme court judgment the certificate needs to be granted on the basis of affidavit only.An affidavit is already document which verifies the correctness of statement endorsed by your lawyer.So,there is zero need for harassing a trans person,exposing her identity or calling them out in the govt.office.
Especially here people are clicking picture with her.There is zero legal reason for doing so other than exposing her identity.
This is against the intention of the Act as well as Supreme court judgment.Violation of trans status as well as right to privacy.
