Tbh, the legal transition is still continue (My current roadmap is: 1. Pan, 2. Bank accounts, 3.Passport, 4. MCA details for director, 5. medical and life insurance policy)
Now coming to your issue,
For Name Change:
gazette is required, (so Aadhaar Center correct)
For Gender Change:
But for gender I guess you can do even without any docs [I know its surprising, I am still researching]
Still when you visit center they will ask you to do one thing at time (change name and then gender in 2 requests). Which is not true (as they told me the same, but I forced them by showing UDAI links and asking in written that they can not do 2 changes at a time). but no need to take that route (I did it because I need to buy new home with new name, and cant delay loan)
I had applied for gazette with my state (Maharashtra). In Maharashtra you can apply it online too. However I did it with an person agent who provided the service).
So you can apply it online with your state portal instead of national, as Aadhaar center wil accept your state gazette. You can tel me your state, so I can find the website and state too.
You can ask for receipt or some acknowledgement number from the gazette submission, so you can track (if not done already). You can even privately message me, so if I get time then I will try to check it online the status or I can ask my agent).
However, as you said that you submitted on May, then its too long, probably it is either Not submitted, Or it got rejected (check the email used while submitting, where you will receive any updates or queries from them, I had told him to use my email and I had created id on my state portal and give him, even he advised me to do so).
Or better just create another request if that person is not responding. If you are from Maharashtra, then I can definitely help you do it.
