[I mean that 'Self Declaration Certificate' in that 'Online Website']

Yea, I sent the mail as you said - They Responded me
Not taking too much time, they responding within a day

I said I got problem with Registration,
They ask my information that are required to do a Registration and they itself registered my account for me
And gave me User Name, Password and Mail Reference Link etc.

I successfully logged in now, but yet didn't begin to apply for a Certificate
soon within a week, i will apply for it, Hope no Technical Issues will happen in-between

Do we need to submit a Passport size photo & residence certificate for Getting "Transgender Certificate and Identity Card" via transgender.dosje.gov.in ---- Website ?

Kayal_Vizhi You'll need a passport size photograph, signature (both as 150 KB jpg files) and a scanned jpg of a notarized 10 Rs non-judicial stamp paper affidavit with your address and self declaration as a transgender person, as given in Form 2 of the rules
It is not made clear if this can be different if applying for a binary marker, but I've heard of others reporting that even a different format affidavit was accepted in their case

If we once Got "Transgender Certificate and Identity Card" via transgender.dosje.gov.in ---- Website,
Latter, If we wants to make any other changes in that Certificate or Card [Like Name & Picture, etc.]
Can we Do Such Changes by Ourselves in This Website ?

Or if once Done, we Cant change it anymore?

Kayal_Vizhi The rules do not mention anything about this so I am not sure. It may be possible you'll have to do any future name changes via the regular gazette process like anyone else

PROCEDURE 1.
if you identify as TRANSGENDER and you haven't gone through any medical intervention apply under
TRANSGENDER IDENTITY AND CERTIFICATE. section **online
upload
1 . fill the application form
2 . ID Document , uidai , ration card etc

affidavit format given in FORM NO-2
if everything goes well you will be issued
FORM NO 3 (certificate to change your gender in all official documents listed in (***page no. 26))
AND
FORM NO 5(GENDER MARKER AS TRANSGENDER AS ID CARD)
PROCEDURE NO.2
if you are going through medical intervention apply
under Revised Certificate of Identity Under Section - 7 & Identity Card section
1 . fill the application form
2 . upload an ID document
an affidavit **FORM NO .2 if you have already gone through gazette notification you must have had an affidavit (soft copy at least ) , you can upload that too .(cost to make an affidavit is 40 -50 rs)
you don't need an advocate
upload any medical document prescription of HRT or psychiatric evaluation certificate or SRS/orchiectomy discharge document .
1. try to visit DM office personally to speed up the process
  else on the website . do not know how long it is going to take.
  if everything goes well you will issued

  and
  FORM NO 6 (gender marker as female or male)

[deleted] It is an official document making a declaration of your gender and address, the format is given in Form 2 of the rules (http://transgender.dosje.gov.in/docs/TG%20RULES,%202020.pdf) - (note: others have successfully used a slightly different format as well like https://transgenderindia.com/wp-content/uploads/2019/01/new-Name-and-gender-change-affidavit-format.docx one)
As outlined there, you have to get it printed on a 10 Rupees stamp paper and get it attested by a notary. An advocate can help you do this process too and there appear to be a few online services that home deliver notarized documents as well.
Then you submit a scanned copy of this affidavit in jpg format on the portal

s18009 Can you tell which online services notarize and deliver the affidavit? I have been trying to ask several lawyers and online services but the denied.

Lucille_Rilde Sorry I do not know of any particular online services, but it appears from a quick online search that there are quite a few of them that offer this service of home delivering notarized documents in general, with an option for custom affidavits. Not sure of any that are known to be trans friendly/not transphobic, but maybe someone else here does and can share with us?
