yes the OG portal with transgender.dosje.gov.in is down/unreachable since 4 days, as the tg.dosje.gov.in site while is up since feb of this year, its is possible to apply on the new portal as well but the govt and offices have not yet notified anyone to use it. so until they notify we still would be using the old OG portal. it does sometimes in couple of months become unavailable like how it has now, so id suggest waiting for a while and then applying via the old portal.
as for the word beta in dosje.gov.in domain, its been saying beta since many years so i dont think the website builders bothered enough to remove that tag.
and for the document upload failed issue, just upload your aadhar under 700kb in a jpeg format, pdf breaks.
