You can go to Dr. Arman Pandey, he is Clinical Psychologist, trans friendly, very knowledgeable, so he can provide you with the Gender Opinion certificate, if he finds fit. One more thing he is from Mumbai, but he does online consultation, so I guess location should not be a problem. But I am not sure about how transition with teen, but in your post, u mentioned 17, so soon u will be 18+, but you can start your session now, to get mental help.
