MeeraVihula It's probably best to check with the Embassy (or, Consulate-General, as the case may be) of India in your country/city. It's unlikely they will be up to speed, but they are the only ones that can help you.
The specific rules of how to get the card vary on even a per-state basis in India, there's no saying how it'll be for overseas citizens. I don't believe the website you linked to even allows applications from non-domiciliary states (I had to change my address to Karnataka before I could apply).
